PROBLEM TO BE SOLVED: To provide a polymer electrolyte emulsion forming a coated film exhibiting excellently high adhesion to a base material.

SOLUTION: [1] The polymer electrolyte emulsion obtained by dispersing polymer electrolyte particles in a dispersion medium is characterized in that a solid substance obtained by removing volatile substances from the polymer electrolyte emulsion has an ion exchange capacity of 1.5-3.0 meq/g. [2] The polymer electrolyte emulsion of [1] has 100-200 μm volume average particle diameter. [3] The catalytic layer obtained from a catalytic composition containing the polymer electrolyte emulsion described in one of the above and a catalytic component, and the membrane electrode assembly and the solid polymer-type fuel battery having the catalytic layer are also provided.
