A zone setting device having an illegal usage preventive function and an illegal zone service usage preventing method using the device are provided to prevent a user of a mobile communication terminal from attempting to use a zone service illegally in an area far away from a service zone set by the zone setting device. A movement prevention unit comprises as follows. A movement detection sensor(43) senses a mobile degree by setting a location set at a time of zone service registration to an initial state, changes the mobile degree into a mobile distance, and accumulates the changed mobile distance. If the accumulated mobile distance exceeds a predetermined threshold value, a control unit(39) sets zone setting device state information, which determines whether to access a zone service by being referred to when zone service access to a mobile communication network system is attempted, to an access disability state according to the excess of the mobile distance.
