A fixed IP address allocation program using a virtual network unit in a high-speed Internet network is provided to enable a subscriber, who has used a dynamic IP address, to operate various servers, which require a fixed IP address, using an allocated IP address and to use the fixed IP address even though he moves to another place or network configuration is changed. If a fixed IP program is driven, a subscriber inputs required client information. Using the inputted client information, the fixed IP program makes an authentication request to an authentication server. If the authentication is successful, the authentication server transmits routing and network information. The fixed IP program collects the routing information and virtually creates a network unit. Then the fixed IP program applies the collected routing information to the virtual network unit. If the application of the routing information is completed, the virtual network unit with a fixed IP address works.
