The present invention disclosing a method and a base station for counting user in the MBS service enables the base station to determine the number of terminal receiving specified MBS service. In the present invention, the base station counts respectively the number of the active state terminal and the number of idle state terminal: the base station counts the number of the active state terminal receiving the MBS service according to the record about the specified MBS service user, the base station counts the number of the idle state terminal receiving the specified MBS service according to the MBS service information of the idle state terminal in obtained covering range, then the base station obtains the total number of the MBS service user according to the number of the active state terminal and the number of idle state terminal receiving the MBS.
