PROBLEM TO BE SOLVED: To prevent deterioration in the accuracy of expression in printing by reducing as much as possible the effects by a pattern and a texture of the raw material of a three-dimensional relief material. SOLUTION: The three-dimensional relief forming method comprises: a first step (#3) for creating a three-dimensional relief original form by forming unevenness on the surface of the relief material through engraving the relief surface; a second step (#4) for forming an image receiving layer for reducing the texture of the surface in the raw material of the relief material by application of a transparent or white primary coating on the surface of the three-dimensional relief original form; and a third step (#5) for forming an image corresponding to the engraving by printing with an inkjet type printer head on the surface of the three-dimensional relief original form applied with the primary coating.
