PROBLEM TO BE SOLVED: To enable even an unregistered user to transmit a ciphered mail, and to enable even a mail representative reception terminal of a predetermined condition in addition to a mail reception terminal of an original destination to decode the ciphered mail. SOLUTION: When transmitting a ciphered mail to an unregistered user, a temporary public key and a private key are generated in a server, the temporary public key is sent from the server to a mail transmission terminal, and the mail is ciphered by using the temporary public key. The temporary private key is sent from the server to a mail reception terminal and the ciphered mail is decoded by using the temporary private key. The public key corresponding to a mail address satisfying a prescribed condition and a public key for prescribed condition, which corresponds to the prescribed condition, are disclosed in association with each other for the mail address satisfying the prescribed condition.
