PROBLEM TO BE SOLVED: To determine an optimal communication system and encryption system according to the performance of a terminal device and communication quality between the terminal device and a server.SOLUTION: A server receives first communication data including positional information and time information on a device from the device having a communication function, determines a communication system available for the server on the basis of information on communication systems stored in a storage unit, calculates data on the performance of the device and communication quality by using the time information and reception time information on the first communication data, determines an encryption system used in communication with the device by using the data and the positional information, and transmits second communication data including information on the determined communication system and encryption system to the device.SELECTED DRAWING: Figure 3 |
