<P>PROBLEM TO BE SOLVED: To provide a toner storing container equipped with a position for an air vent aperture part for stably stirring and fluidizing toner by air regardless of the amount of toner in the toner storing container, and to provide an image forming apparatus using the toner storing container and an image forming method. <P>SOLUTION: The toner storing container has a powder transfer means for transferring powder, and an air supply means for supplying the air to the powder transferred by the powder transfer means and uses the powder transfer means and the air supply means respectively as powder transfer devices driven and controlled independently.
