A multi-layered pipe manufacturing apparatus and a method are provided to supply materials for an intermediate layer smoothly without cutting the material by feeding the intermediate layer by a drawing method using a roller and to produce a multi-layered pipe of desirable size by regulating the thickness and melted state of the materials by two rollers. A multi-layered pipe manufacturing apparatus is composed of: a winder(60) having the cylinder-shaped structure; a driving unit rotating the winder; inner and outer layer extruders(71,73) extruding resin materials to the winder in a sheet form to form inner and outer layers of a multi-layered pipe; an intermediate input device for drawing the melted material in a sheet form by using a pair of drawing rollers(72B), to form an intermediate layer; cooling water spraying tools(67) disposed around the winder to spray the cooling water when each resin sheet is wound around the winder; and a moisture removing tool(68) positioned behind the cooling water spraying tools in a rotational direction of the winder to remove moisture remaining on the surface of a wound part of the sheet.
