CONSTITUTION:An input image signal is divided into blocks by a block dividing part 31, coded by a coding part 32 in each block, the coded signals 37 are decoded by a decoding part 33, decoded signals are synthesized by a block synthesizing part 34, filter characteristics are controlled by a block boundary adaptive filter part 35 in accordance with the relation with the position or boundary of the image positioned on the boundary, and an obtained output image signal 38 is outputted.
