An apparatus and a method including a detecting unit of reverse winding for determining a start-up of a motor are provided to diagnose a start-up failure cause of the motor and make a start-up thereof available by applying a reverse rotation start-up signal to the motor in a case of the motor in error due to an existing of the reverse winding between the motor and a power unit. In an apparatus for determining a start-up of a motor(32), a start-up detection unit(33) detects whether the motor(32) starts up and generates a start-up detection signal based on the detected result. A reverse winding detection unit(35) analyzes the start-up detection signal of the start-up detection unit and detects/outputs whether the start-up of the motor(32) is in failure and a reverse winding is detected on the basis of the analyzed result. A motor driving unit(31) outputs a motor start-up signal based on a reverse winding detection signal of the reverse winding detection unit(35) to the motor(32) and makes the start of the motor available.
