PROBLEM TO BE SOLVED: To provide a method of manufacturing a magnetic paint in which ultrafine-particle magnetic powder is well dispersed, and a magnetic recording medium being excellent in high-density recording characteristic by using the magnetic paint obtained by the method. SOLUTION: In a method of manufacturing a magnetic paint containing magnetic powder having an average particle size of less than 50 nm and binder resin, a dispersion step using a media type dispersion machine is performed after a dispersion step using a high-pressure collision jet dispersion machine.
