<P>PROBLEM TO BE SOLVED: To avoid placing too much burden on an electrolyte membrane, and surely prevent its damage before it occurs. <P>SOLUTION: The fuel cell system is provided with a fuel gas introduction system introducing fuel gas to a fuel electrode of a fuel cell, and a fuel gas evacuating system evacuating the fuel gas from the fuel cell. At starting, after the fuel gas evacuating system is opened, the fuel gas introduction system is opened, and then, the fuel gas evacuating system is closed. Since the fuel gas evacuating system is opened before the fuel gas introduction system is opened, even if high instant pressure is impressed on the fuel cell at the time of fuel gas introduction, the instant pressure is released to the opened fuel gas evacuating system.
