<P>PROBLEM TO BE SOLVED: To emit light from a light emitting element uniformly and efficiently to the outside by reflecting the light well. <P>SOLUTION: The package of a light emitting element is provided with a recess 4 for containing the light emitting element 3 in the upper surface of an insulating substrate 1. A part 2 for mounting the light emitting element 3 and wiring layers 5a and 5b being connected with the electrodes of the light emitting element 3 are formed on the bottom face of the recess 4.
