PROBLEM TO BE SOLVED: To promote wearing of a seat belt by comparing the belt draw-out length average value with a designated reference value to determine unwearing of the seat belt when the frequency of deviation of the belt draw-out length average value from the reference value more than designated is less than a designated frequency. SOLUTION: The draw-out length of a seat belt drawn out in wearing a seat belt is detected by a belt draw-out length detecting sensor 1 as a belt draw-out length detecting means. For the detected J seat belt draw-out length, CPU 2 as a determining means conducts time series movement average processing to compare the detected value with the held reference value, and discriminates the unwearing state of the seat belt when the frequency of deviation of the belt draw-out length from the reference value more than a designated width is less than a designated frequency. The discrimination result of the unwearing state is received by a warning device 4 to give a warning to a driver. Thus, wearing of the seat belt can be promoted so as to improve safety. |
