PROBLEM TO BE SOLVED: To provide a speech control method and a speech control program for establishing a speech between the speech terminal of a speech applicant and the speech terminal of a speech opposite party selected by the speech applicant without being limited by the type and the location of the speech terminal of the speech applicant. SOLUTION: An application server 22 receives a speech establishing request including data associated with the speech opposite party selected among company employees on a telephone directory screen from a client terminal. Then the application server 22 acquires the telephone number and the device number of a selected IP phone 32 of the speech opposite party from a call control server 21 using a user abbreviation name of the speech opposite party and particularizes the telephone number of a device used by the speech applicant. Further the application server 22 instructs the call control server 21 to control speech transmission from a caller particularized by the telephone number of the IP phone 32 of the speech opposite party to a called party particularized by the telephone number of the device used by the speech applicant.
