PROBLEM TO BE SOLVED: To make a wavelength conversion device low-cost by decreasing the number of components and the assembly man-hour, and to make it easy to make the device compact. SOLUTION: The wavelength conversion device has a domain inversion layer 50, an n-type first clad layer 60, a waveguide layer 70, a p-type second clad layer 80, and a cap layer 85 laminated in order on a first main surface 11 of a semiconductor substrate 10. Further, a second electrode 94 is provided on the gap layer 85 and a first electrode 92 is provided on a second main surface 13 of the semiconductor substrate. When a forward voltage is applied between the first electrode and second electrode, oscillation light is generated in the waveguide layer. The waveguide layer is provided with a periodic domain inversion structure meeting quasi-phase matching conditions among signal light, the oscillation light, and a converted light, and a difference frequency light is generated through difference frequency generation between the signal light made incident on the waveguide layer and the oscillation light, and then the difference frequency light is projected as the converted light.
