PROBLEM TO BE SOLVED: To provide a polarization control element which has superior heat resistance and light resistance, and resistance to external damage, is thin, and has high light transmissivity or reflectivity. SOLUTION: The polarization control element 100 has unit array patterns 106, each having two or more fine metal structures 103 arranged in a region below the wavelength of incident light and a composite array, pattern which has one or more layers of films 101 and 102 supporting the metal structures 103, and in which the plurality of unit array patterns 106 are arranged in two-dimensional planes in the films while being aligned identifically, and control over polarization characteristics that uses the metal structures 103 which are inorganic materials is embodied is realized, so that the polarization control element can be provided which has superior heat resistance and light resistance, and is very thin.
