<P>PROBLEM TO BE SOLVED: To provide a decision system for roadside-vehicle communication that enables a system administrator or driver to easily judge whether an optical beacon or on-board device needs to be maintained, by automatically grasping abnormality of roadside-vehicle communication. <P>SOLUTION: The decision system for roadside-vehicle communication comprises the on-board device 2 for a vehicle C traveling on a road R, the optical beacon 4, which has a projector photodetector 16 having its communication area A set within a predetermined range of the road R and performing roadside-vehicle communication with the on-board device 2, and a decision device 3 which decides the communication state of the roadside-vehicle communication. The on-board device 2 has an on-board controller 28, which generates measurement information 36, regarding a communication range in the vehicle traveling direction in the communication area (a range in the vehicle traveling direction, wherein the on-board device 2 can actually receive downlink information 44), and a communication unit 29 for transmitting the measurement information to the decision device 3.
