Oil-in-water emulsion with an aqueous phase content of at least 70 wt.% comprises a nonionic primary emulsifier, a cationic secondary emulsifier, a cosurfactant, an oil and optionally a polar solvent. Independent claims are also included for: (1) oil phase comprising a nonionic primary emulsifier, a cationic secondary emulsifier, a cosurfactant, an oil and 0-10 wt.% a polar solvent; (2) producing an oil-in-water emulsion by mixing an oil phase as above with an aqueous phase to give an emulsion with an aqueous phase content of at least 70 wt.%; (3) microemulsion-like concentrate with an aqueous phase content of 10-70 wt.%, comprising a nonionic primary emulsifier, a cationic secondary emulsifier, a cosurfactant, an oil and optionally a polar solvent; (4) producing an oil-in-water emulsion by mixing a concentrate as above with an aqueous phase to give an emulsion with an aqueous phase content of at least 70 wt.%.
