PROBLEM TO BE SOLVED: To provide a ground surface snow melting system capable of effectively melting snow lying on the ground in low cost. SOLUTION: A snow melting system is provided with a heat exchange pipe part 2a for passing a heat exchange medium, and a solar panel 2 for heating the heat exchange medium in the heat exchange pipe part 2a with solar energy, an underground 6, a heat exchanger 4 for underground thermal storage by heat exchange, and a pump 8 are arranged at a heat exchange medium circulation passage 9 so that the snow on the ground 3 is melted by the underground heat stored with the heat exchanger 4 for underground thermal storage. A heat insulator 7 which prevents or restrains the stored heat in the underground 6 by heat exchange with the heat exchanger 4 from discharging in the lateral direction is better to be embedded in the underground.
