A brake device and a brake apparatus for braking a charging belt using the brake device are provided to attach an elastic member to a leverage link operating a brake link so as to relieve contact impact of a brake drum and a brake shoe. A brake device(100) includes a brake link, a leverage link(140) and an elastic member. The brake link is connected to a brake shoe(SH) and presses the brake shoe against a brake drum(D) or separates the brake shoe from the brake drum. The leverage link operates the brake link according to a lever action. The elastic member is arranged at one side of the leverage link. The leverage link is gradually operated by the elastic member to relieve contact impact of the brake drum and the brake shoe.
