Provided are a method, device and apparatus for processing a voice over internet protocol (VoIP) resource. The method comprises: acquiring user voice information via a digital relay board in a network element, and converting the user voice information from an analog signal to a digital signal; compressing, by the digital relay board, a voice data stream corresponding to the digital signal to generate an IP voice packet; and forwarding, by the digital relay board, the IP voice packet to an IP switching network of a main control board.
