PROBLEM TO BE SOLVED: To provide an image forming apparatus wherein image data is rotated and a time period from starting of a fetching operation of the image and to starting of a recording operation is reduced as compared to heretofore. SOLUTION: When starting reading of a manuscript, the read image data is inputted to a first image rotating circuit 5a and a second image rotating circuit 5b. The input image data is immediately rotated and the rotated image data is outputted to a printer control section 7 by the second image rotating circuit 5b. At that time, the input image data is outputted to an encoding section 6a from the first image rotating circuit 5a and the encoded image data is stored in an image memory 10. After the predetermined amount of image data is stored in the image memory 10, inputting of the image data to the second image rotating circuit 5b from a reading section is stopped. The encoded image data read from the image memory 10 is decoded by a decoding section 6b and the decoded image data is rotated by the second image rotating circuit 5b, and then the rotated image data is outputted to the printer control section 7.
