PROBLEM TO BE SOLVED: To make transparent substrates for enclosing a liquid crystal layer therein with flat plates in a variable-focal length lens using a liquid crystal with which a focal length can be varied in a negative range. SOLUTION: The liquid crystal layer 13 is disposed between the first transparent substrate 11 and the second transparent substrate 12 which are the flat plates. A first transparent electrode 14 is formed on the entire surface of the first transparent substrate 11 on the side facing the liquid crystal layer 13. A second transparent electrode 15 with a diameter shorter than that of the first transparent electrode 14 is formed on a surface of the second transparent substrate 12 on the side opposite to a surface facing the liquid crystal layer 13. When a voltage applying means 30 applies a voltage between the first transparent electrode 14 and the second transparent electrode 15, the liquid crystal of the liquid crystal layer 13 is realigned so as to make refractive index distribution form a concave lens.
