PROBLEM TO BE SOLVED: To provide a method for forming a reliable intake air flow control valve device not damaged at a time of high temperature and low temperature, and against pressure fluctuation in an intake pipe, capable of forming a seal gap as small as possible, and capable of securing concentricity of a housing side bearing and a slid part hole. SOLUTION: In the method for forming the intake air flow control unit 60, a metal intake air flow control valve 62 is arranged in a forming dies A, B as an insert, and a housing 61 surrounding the intake air flow control valve and a resin member 63 fixed on a rotary center part 62a of the intake air flow control valve and including a polygon hole 63a are simultaneously resin-formed with using a pair of the forming dies.
