PROBLEM TO BE SOLVED: To reduce the labor and the temporal burden of procedures at the time when the traders concerned enters and leaves a tenant office to work there. SOLUTION: A control means 4a preliminarily registers identification information on the traders concerned and the tenant office, which the traders are permitted to enter and leave, and collates identification information inputted from an input means (card reader 1) with preliminarily registered identification information on the traders. If they coincide with each other, the tenant office to which a presence signal is inputted from corresponding key holding parts 2a and 2b out of tenant offices which the traders are permitted to enter and leave is switched to the guard mode or the release mode.
