PROBLEM TO BE SOLVED: To provide a softening agent composition effective for remarkably improving the softening effect without decreasing the water-absorption of the treated textile product. SOLUTION: The softening agent composition contains (a) a polymer compound containing 10-100 mol% monomer unit having quaternary ammonium group and/or tertiary amino group in the molecule, (b) a dimethylpolysiloxane having a viscosity of 2-10,000,000 mm<SP>2</SP>/s at 25°C, (c) a specific polyether-modified silicone expressed by general formula (2) and (d) water wherein the mass ratio of (b)/(c) is within a specific range.
