PROBLEM TO BE SOLVED: To provide a device and a method for planning a material handling operation capable of allocating the material handling operation to a conveying vehicle capable of separating a cargo loading unit and a traction unit so that the precedence relationship is satisfied and the efficiency is excellent in the material handling operation plan, in the physical distribution which is easily affected by the cargo unloading work time at a conveyance origin and a conveyance destination, for conveying a heavy load, or the like. SOLUTION: (I) Information on a cargo to be conveyed and information related to the working condition is read to generate working information in a conveyance origin and a conveyance destination, and the order of the unloading works including the loading and the unloading of a cargo from the working information is determined. (II) Based on the order of the cargo unloading work determined in (I) and the information related to the working condition, a candidate for the allocated material handling operation, a candidate for a traction unit to be used, and a candidate for a cargo loading unit are selected, the combination of the material handling operation, the traction unit and the cargo loading unit is prepared so as to minimize the work delay time, the combination is added to the plan of the material handling operation to prepare the plan of the material handling operation.
