PROBLEM TO BE SOLVED: To establish compatibility between a draft effect due to a large airflow in the transitional state and a cooling and heating effects in the steady state. SOLUTION: The seat air conditioning unit is provided with a first heat exchanger 10 at one side heat absorbing surface 8a of a Peltier element 8 and a second heat exchanger 11 at other side heat radiating surface 8b. The air heat-exchanged by the first heat exchanger 10 is blown out from the seat surface and the air heat-exchanged by the second heat exchanger 11 is discharged to the outside of the seat in a usual mode. The seat air conditioning unit is provided with a bypass passage 16 on a first ventilation flute 5, and a third door 17 opening/closing the bypass passage 16 at an upstream side of the bypass passage 16. In draft mode in the transitional state, the bypass passage 16 is fully opened by positioning a third door 17 at the position shown in full line, and the airflow blown out from a first blowout port 13 through the first ventilation flute 5 is increased.
