PROBLEM TO BE SOLVED: To provide a composition of permeable treating agent imparting an excellent antifouling property, and a water absorption inhibiting property on the surface of a porous substrates such as a stone, etc., and to provide a treating method by using the same, and to provide a porous substrate treated with the same. SOLUTION: The invention relates to the composition of permeable treating agent comprising a fluorine containing silane compound represented by following formula (1), a silane compound represented by following formula (2) and a solvent. Formula (1); Rf-CONR<SP>1</SP>-(CH<SB>2</SB>)<SB>m</SB>-SiX<SP>1</SP><SB>3</SB>, and formula (2); R<SP>2</SP>-SiX<SP>2</SP><SB>3</SB>, Rf is a 1-20C perfluoroalkyl group, R<SP>1</SP>is a hydrogen atom or a 1-8C alkyl group, m is an integer of 0-3, X<SP>1</SP>, X<SP>2</SP>are each a OCH<SB>3</SB>or an OC<SB>2</SB>H<SB>5</SB>, R<SP>2</SP>is a 1-20C alkyl group.
