PROBLEM TO BE SOLVED: To provide an apparatus for generating microbubbles which allows an improvement in white turbidity by drastically increasing the amount of microbubbles to be generated, by a simple constitution. SOLUTION: The apparatus for generating microbubbles is characterized in that an air-dissolved aqueous fluid with air dissolved under pressure, in the water, is discharged from a discharge nozzle 30 by releasing the pressure of the air-dissolved aqueous fluid by a decompression means 12 while generating microbubbles. An air dissolution unit 8 for dissolving air in water under pressure is composed of a tank-like cylindrical body 23 and is constituted so that a spout 9 for jetting the air-mixed aqueous fluid into the cylindrical body 23 is formed in an air storage part 25 higher than the interface 24 between the air and the water, which are stored in the cylindrical body, an outflow port 10 for discharging the water from the cylindrical body 23 is formed in a water storage part 26 lower than the interface 24 and a plurality of jetting openings 9a, 9b different in opening ratio are formed at the spout 9.
