The present invention relates to an impact and noise reducing device, and a floating floor system for an apartment using the same. The impact and noise reducing device capable of preventing or reducing vibration or noise caused by an impact comprises: an elastic member formed by gathering a plurality of elastic chips and an elastic container receiving the elastic member after compressing. The elastic container comprises: a body having a body part with an open top surface and an open bottom surface, a first locking unit formed on an upper inner side of the body part in a circumferential direction, a second locking unit formed on a lower outer side of the body part in the circumferential direction, and a bendable unit flexibly bendable and formed on a lower part of the body part; an impact absorbing plate formed on an upper side of the body, preventing the elastic member from being leaked upwards by being locked by the first locking unit, and absorbing impacts applied from the upper side; and a bottom plate formed on a lower part of the body, having a coupler locked by the second locking unit after pressing and bending the bendable unit inwards, and preventing the elastic member from being leaked downwards. According to the present invention, the impact and noise reducing device is composed of the elastic member formed by gathering the plurality of elastic chips and the elastic container receiving the elastic member after compressing; thus an effect of efficiently preventing or reducing vibration or noise caused by an external impact is obtained.
