A communication system and a communication method for enabling communication between terminals in a subscriber's access apparatus having no the two-layer communication between plural terminals connected with the same link are provided to prevent the unnecessary transmission of the ARP request packet toward the upstream direction from generating so that the repeated ARP response packets are not displayed. A subscriber end device comprises a line interface member for connecting with an E-PON(Ethernet-Passive Optical Network) or xDSL(Digital Subscriber Line) subscriber access device. When the ARP(Address Resolution Protocol)_request packet generated from a terminal is checked and the terminal is another terminal within another subscriber terminator with the same destination, an ARP processor blocks the transmission of the ARP_request packet toward a subscriber access device. An Ethernet interface member interfaces with the terminal. An Ethernet switching function is embedded into each subscriber terminator(4-6) and plural subscriber terminals(1-7) are connected with the subscriber terminator. An Ethernet switch(5-1) is connected with the outside of the subscriber terminator and thereafter the plural subscriber terminals are also connected to the subscriber terminator. The subscriber terminal for generating the ARP_request packet receives the ARP_responses from the destination subscriber terminal and an address conversion agent(1-2).
