A method and an apparatus for selecting a MCS(Modulation and Coding Scheme) index according to frequency selectivity, and a communication system for the same are provided to lower a FER(Frame Error Rate) or to match a desired QOS(Quality Of Service) constant by optimizing a MCS level index. A frequency selectivity measurement process is performed to measure frequency selectivity of a receiving channel(S501). A MCS index selection process is performed to select a MCS index having a coding rate less than a threshold value of a predetermined coding rate when the measured frequency selectivity is more than a threshold value of predetermined frequency selectivity(S502,S503). The MCS index having a coding rate over the threshold value of the predetermined coding rate when the measured frequency selectivity less than the threshold value of the predetermined frequency selectivity(S502,S504).
