PROBLEM TO BE SOLVED: To provide a filling and packaging device capable of easily preventing filling and packaging in unsuitable conditions. SOLUTION: The device comprises a packaging means 1 for continuously forming packaging bags P by heat-sealing packaging film F, a filling means 2 for intermittently supplying a fixed quantity of fluid contents W into each packaging bag P based upon a filling start signal generated according to the packaging timing of the packaging means 1, a setting means 3 for setting packaging conditions for the packaging means 1 and filling conditions for the filling means 2, and a control means for determining whether a subsequent filling start signal has been generated during the filling process by the filling means. 2.
