PROBLEM TO BE SOLVED: To provide a device and a method for cutting a web capable of cutting a product having a good cut section quality out of the web. SOLUTION: A lower blade 6 is disposed on the side of a bottom 3 in the web 2, meanwhile, an upper blade 4 is spaced out in the arrow B direction by a predetermined clearance C from the lower blade 6 and on the side of an upper surface in the web 2. In this case, the blade tip angleϕ1 of a blade tip 4a in the upper blade 4 and the blade tip angleϕ2 of a blade tip 6a in the lower blade 6 are each set at 90 [°] or less.
