PROBLEM TO BE SOLVED: To provide a liquid developing device using a liquid developer prepared by dispersing a basic processed pigment in a vegetable oil by an acid-base interaction, which is the device capable of preventing increase in the water content in the liquid developer and preventing image deletion, and to provide an image forming apparatus. SOLUTION: The liquid developing device visualizes an electrostatic latent image formed on a photoreceptor with a liquid developer in a thin layer state applied on a developing roller, which is the liquid developer prepared by dispersing a basic processed pigment in a vegetable oil by an acid-base interaction. The liquid developing device includes: a developing member comprising the developing roller; and a liquid developer supplying device comprising a liquid developer container that houses a liquid developer and a liquid developer supplying roller which applies the liquid developer in a thin layer state on the developing roller. A lid member comprising a layered body of a water absorbing layer and a lid base is made to float on the liquid surface of the liquid developer in the liquid developer container, with the water absorbing layer of the lid placed in the liquid developer side.
