PROBLEM TO BE SOLVED: To provide a method for forming an optical waveguide by which a core shape is obtained as designed, and a sufficient transmission characteristic is obtained. SOLUTION: In the method for manufacturing the optical waveguide for forming an upper clad layer by sticking a dry film consisting of a thermosetting resin composition onto a lower clad layer surface provided with a core part and hardening this, the dry film is used which has a glass transition temperature lower than that of the hardening resin by 10°C or higher which forms the core part as the dry film, and the dry film is stuck at a temperature higher than the glass transition temperature of this dry film by 10°C or higher.
