PROBLEM TO BE SOLVED: To provide a surface-reformed titanium dioxide particulate having excellent dispersibility to a neutral water-base solvent and stable dispersibility even in a pH area of a wide range, its dispersion liquid and its production method. SOLUTION: The surface-reformed titanium dioxide particulate having the excellent dispersibility to the water-base solvent of not only near neutrality but also the wide pH area and stability and its dispersion liquid are obtained by chemically modifying titanium dioxide and amine of a hydrophilic polymer. Further, in the production method for the surface-reformed titanium dioxide particulate, the titanium dioxide particle dispersion liquid of 2-200 nm and a water-soluble polymer solution are mixed and after both are subjected to covalent bond by heating of 80-220°C, the unbonded water-soluble polymer is eliminated to purify the surface-reformed titanium dioxide particulate.
