PROBLEM TO BE SOLVED: To correctly evaluate internal short circuit safety of a battery by improving an evaluation method for internal short circuit safety of a battery and eliminating dispersion of evaluation results.

SOLUTION: By using an internal short circuit causing method in which the battery information obtained upon occurrence of an internal short circuit is substantially invariant depending on a battery structure, an internal short circuiting is made to occur in a battery and the battery information at that time is detected, thereby evaluating the internal short circuit safety of the battery accurately to specify the safety level.
