<p><P>PROBLEM TO BE SOLVED: To execute high-image-quality and high-speed in-frame predictive encoding small in encoding distortion by accurate determination of selection of a prediction unit of the in-frame predictive encoding at small calculation cost. <P>SOLUTION: This image encoding device for generating encoded data by encoding a residual error from a prediction value by inputting a plurality of image block data constituting a screen includes: a reference data storage part 1005 storing reference image data adjoining the image block data; a prediction unit determination part 1001 determining a prediction unit in accordance with a quantization parameter; and a prediction value calculation part 1003 calculating a prediction value by the prediction unit determined in the prediction unit determination part 1001 by using the reference image data. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
