PROBLEM TO BE SOLVED: To present the sufficient number of pieces of useful evaluation information for a user from among evaluation information by a viewer of a broadcasting program registered in a server connected via a network.

SOLUTION: This viewer evaluation collector includes: a program information storing part 109 for storing program information; an extracting means 106a for extracting a title and keyword of the broadcasting program from the read program information; a title retrieval demanding means 106b for demanding the retrieval of a URL of web data containing the title to a retrieval server to obtain the URL; a web data transmission demanding means 106c for requesting the web server to transmit the web data indicated by the obtained URL; an evaluation forming means 106d for extracting a paragraph containing more than a predetermined number of keywords from the web data to generate character string data of the extracted paragraph as viewer evaluation information; a viewer evaluation storing part 110 for storing the viewer evaluation information; and a viewer evaluation preventing part 105 for presenting the viewer evaluation information to a user interface part 101.
