<P>PROBLEM TO BE SOLVED: To provide a technology to reduce short-circuit current at the peripheral part of a gas diffusion layer. <P>SOLUTION: The cathode side gas diffusion layer 430 is composed of a nonwoven fabric formed to have nearly the same size as an inner frame of a sealing member 220. As for the cathode side gas diffusion layer 430, the center part 432 contacting with the cathode 215 is composed of carbon fibers, and the peripheral part 434 is composed of PAN fibers having low conductivity.
