<P>PROBLEM TO BE SOLVED: To provide an electrode catalyst layer for a fuel cell which is improved in utilization rate of catalyst and discharge performance of water and has an excellent power generation characteristics and is of low cost. <P>SOLUTION: The catalyst carrier is a composite carbon material in which carbon fiber is grown from the surface of a carbon base material, and the carbon base material and the carbon fiber are a carbon material one of the carbon crystal plane of which is oriented in parallel to the surface of the particles or fiber, and the other carbon crystal plane is not oriented in parallel to the surface of the particles or fiber.
