PURPOSE:To facilitate the attachment and removal of filter paper by simplifying the structure of an arm head part and to secure contact pressure with the surface of a cylindrical container with a simple supporting structure. CONSTITUTION:An arm head is attached to a smearing arm 5, which is movably supported with a moving mechanism. The contamination of the surface of a container, wherein industrial waste is sealed and fixed, is wiped out with filter paper, which is held with the arm head so that the paper can be attached and removed. The contaminated degree of the filter paper is measured in a smearing- type contamination inspecting apparatus. In this apparatus, the arm head is constituted of a rotor 14 and rubber balloon 15. In the rotor 14, the polygonal upper bottom and lower bottom are provided, the framework is formed between both bottoms and the windows are formed on the surfaces. The rubber balloon 15 is provided in the rotor 14. The balloon 15 is expanded to the outside through each window of the rotor and contracted into the window when fluid flows in or flows out. The tubular filter paper 16 is provided so as to wind the outer surface of the rotor 14 of the arm head. The rubber balloon 15 is expanded to the outside or contracted into the inside of each window of the rotor 14. Thus, the filter paper 16 is attached and removed.
