PROBLEM TO BE SOLVED: To improve continuity of recording without adhesivity fault of a water repellent film, releasing and reducing water repellency by forming a water repellent layer on a surface of an electrocast base material, then removing an upper layer of the repellent layer to expose a protruding portion and forming a hydrophilic region on the same surface as the repellent region of a discharge plate. SOLUTION: If a surface of a base material 9 brought into contact with an electrocast matrix 11 becomes a discharge port forming surface, a surface shape of the matrix 11 of a portion brought into contact with the forming surface of the material 9 is formed like B so that heights of a protruding portion of a region a' corresponding to a region a to become a water repellent region and a region b' corresponding to a region b to become a hydrophilic region are formed the same. A water repellent treated layer 10 of a thickness of covering a protrusion and recess portion of the surface is formed on the forming surface of the material 9 and then the surface of the layer 10 is not exposed at the material 9 of the region a to become the repellent region, and the material 9 of the region b to become a hydrophilic region is exposed in a sufficient amount to exhibit hydrophilic property.
