PROBLEM TO BE SOLVED: To provide a high water content W/O emulsion type preparation which can especially be utilized for cosmetics and so on. SOLUTION: The characteristics of the high water content W/O emulsion type preparation comprise (a) containing water in an amount of at least 80 wt.% based on the total amount of the preparation, if necessary, a water-soluble substance, and a lipid, an emulsifier and a lipophilic component in a total amount of maximally 20 wt.% on the total weight of the preparation, (b) containing at least one surfactant selected from the group consisting of alkylmethicone copolyols and/or alkyldimethicone copolyols, (c) containing one or more lipid components including the lipid phase of the emulsion, (d) containing the component (b) and the component (c) in a weight ratio of 0.05 to 0.30, preferably 0.06 to 0.14, (e) containing one or more cationic polymers, when the water content is 75 to 80 wt.% and (f) not containing a cationic polymer, when the water content is >80 wt.%.
