The dispenser, operated with a handle (12) acting on a spring (5) moving a piston (6) in a cylinder (4) inside the housing (3) in order to transport the liquid soap to the outlet (9), can be attached to a base permanently joined to the rim of a washbasin. The dispenser is positioned on top of the base and rotated clockwise, causing a pin to move along a horizontal slot and to engage with the hook-shaped end of the slot being pushed by a spring.
