A roaming service system and method for providing a local number are provided to allocate local numbers within a roaming network to roaming users to provide call and SMS receiving services to the roaming users, thereby providing a cheap call service within the roaming network to the user. A roaming network system is comprised of the MSC(Mobile Switching Center), HLR(Home Location Register), SMSC(Short Message Service Center), and GLR(Gateway Location Register) of a roaming network and the GLR, MSC, HLR of a home network and uses an SS7(Signaling System7) protocol. A roaming HLR manages the location information of a roaming user. A roaming SCP(Service Control Point) provides an intelligent network service. An SS7/MAP(Signaling System7/Mobile Application Part) processor performs interworking with an SS7 network.
